This is quite a usual response from solicitors, in my opinion, just aimed at grinding you down and messing with your head. It may mean they do not have the documents you requested but may produce them later on.
I am not sure if you should reply to be honest
If you do then I would be inclined to say something along the lines of
Thank you for your letter the contents of which have been noted and filed. I would point out the purpose of my request was to seek disclosure from you regarding details of the documents you hols and which you will need to evidence in order to further your claim. The interests and principles of justice would dictate you should comply with my request.
I look forward to you complying
As already said I am prepared to pay reasonable copying costs so you can provide me with the documents
As for their bit about being on hold, follow the courts timelines and ignore anything they say about it being on holdComment

Acknowledge Claim - within 14 days from Service
Defend Claim - within 28 days from Service (IF you acknowledged in time)
If you fail to Acknowledge the claim you may have a default judgment awarded against you, likewise, if you fail to enter your defence within 28 days from Service.
