If elderly relatives have been approached by sales people in Co-op supermarket, and signed up for super meters in their house, under the stairs, that they cannot reach and charged £30,000 for fuel in last 5 years, by Utility Warehouse, can this money be got back?

When you say 'super meters' you mean 'Smart Meters'? There might be a case of 'mis-selling' as elderly persons are involved.
a) The first thing to do is report it to CAB / Trading Standards.
b) The second thing to do is, send Utility Warehouse' a Subject Access Request, they have 30 days to provide all the data on the account for 6 years, make sure you get Proof of Postage.

c) Once you get the data, you need to go through it and lodge a formal complaint with Utility Warehouse, follow their complaints procedure.
d) If you are unhappy with their response, then you can lodge a complaint with the Services Ombudsman.
A £6,000 energy bill per year is 'ridiculous'.
