    Hi Eddieobbie

    Welcome to LB

To be honest, your post is confusing, might be lack of punctuation.

    I'm assuming it's Council Tax.

Even so lodge a complaint with the bailiffs in writing, follow their complaints procedure.

Complain online against the Council follow their complaints procedure, provide evidence, if it isn't resolved, take your complaint to the LGO.
