    I had a notice of enforcement from company called Marston in October 2020, that I had a case in the court, because I keep a car registered on my name with out insurance, in June 2019.
    the DVLA were sending all documents to my old address, 26 Alma rd from October 2018 to February 2019 then I Moved to my current address from February 2019, In October 2019 I changed the address and the owner of the car to my husband name and to my current address .

    during that time on 1/7/2019 the DVLA sent a fixed penalty notice to my old address. Which I didn't know about.
    I called the court about the letter and told them I don't know about it. the court send me a statutory declaration last week and I filled it with this information.
    Today the court sent me an application to plea guilty or not guilty.

    What l should response to the court?
    Dese it consider as acromial record because I have to apply for a citizenship on December?

    It is a criminal matter to have a car registered in your name without insurance. So all communication was going to the old address because you had not informed the DVLA of the change of address. Changing the details in October 2019 have no bearing on this.

    Did you have insurance on the car in June 2019? If YES then Not Guilty, if NO then Guilty Can you show that it was insured?

    If the car was not being used and off the road then you should have completed a SORN

      When you do a stat dec it does not remove the original offence merely any conviction flowing from it. The original charge can then be resurrected as in this case. No insurance is an absolute offence - you either had it or you did not. There may be some mitigation ("I fell out with my partner and he used to pay by DD and I thought he was still paying it and he said he was" for example) but it would still be a guilty plea.
