Hi,
Sorry it took me a while, I did have to ask someone about the answer to this, but essentially CIFAS has members (e.g banks) and they decide alongside them how to collect and store personal data for the purposes of fraud prevention. CIFAS's database is something that members can contribute data to (e.g banks registering a CIFAS marker) and this then makes CIFAS a join controller because they hold the data given to them by the bank if that makes sense.
