I recall reading a few years back that a working party was looking at simplifying the rules and procedures for the small claims track to speed up the process. I can't now find the article.
Having a list of rules under cpr 27 that doesn't apply to the small claims track seems over complicated, especially for lips
CPR 27, CPR that aren't omitted under cpr 27, PD 27, EX306, a lot of rules and guidance to follow for a claim that may be worth only a few hundred pounds

Acknowledge Claim - within 14 days from Service
Defend Claim - within 28 days from Service (IF you acknowledged in time)
If you fail to Acknowledge the claim you may have a default judgment awarded against you, likewise, if you fail to enter your defence within 28 days from Service.
