Help with fees

Self employed friend applied for fee remission, he declared his monthly income relying on the only guidance he could find by dividing his annual income per HMRC by 12, COURT say that rules have changed and this is no longer acceptable to use, and need personal an business bank statements for the last 3 months. I cannot find anything in legislation re these changes and wonder if anyone can help me identify the whereabout of these new rules

According to this site : https://www.gov.uk/get-help-with-court-fees

"When you apply, you must report either:

• your income in the last calendar month – for example, if you apply in January, you report your income in December
• your average income over the last 3 calendar months - for example, if you apply in April, you report your average income between January, February and March

Report whichever income is lower."

Ask the court where the regulations can be found.
