How to Issue County Court Proceedings from Overseas

Can anyone point me to how someone not based in the United Kingdom could issue a County Court Proceedings in the UK?

I'm more interested about address for the litigation and whether there is provision for REMOTE HEARING given the value of the claim, including compensation, is below £10,000?
