I got a PCN in Crown Street Car Park, Leeds in 2017. They’re ran by Excel parking services who are part of the IPC. I appealed as you could pay & display OR pay online at the car park - my online payment had ran out, I hadn’t extended it and the pay and display machine wasn’t accepting new pound coins at the time so hadn’t paid. I appealed via myparkingcharge and it was declined. Since then they’ve been ringing me constantly through BW legal and have had my first letter before claim from Elms legal asking me to transfer £160 straight to their Barclays Bank before they take me to court. I tried to log onto their online portal (myparkingcharge) to see why I was issued the fine as I had forgotten and my VCS number and reg number are no longer on the site. What do u do about this letter before claims?
