What you have posted, Kati, sounds like it has come from an American legal website. However, the quote in your post echoes what I posted earlier, which is drawn from the Theft Act 1968. Perhaps if a certain poster on this thread were to study the Theft Act 1968 instead of making posts that help no-one and displays their lack of understanding and knowledge of Criminal Law, matters can be progressed towards a conclusion for the OP.

The OP has already approached the police I believe, there is no criminal case to answer at this point, to repeat the owner of the vehicle has not made a complaint to them and the vehicle was taken away with the consent of the keeper.

I am afraid it is you that does not understand the law either variety, i have outlined a plan of action for the Op, yours is merely to complain to the police, well for the hundredth time they are NOT INTERESTED
