One question that has not been asked here is, exactly what 'work' (post #1) or 'part' (post #20) are we discussing here?

For instance, if it involved gas, *he would need to 'be a member of a class of persons......', currently GasSafe. (Gas Safety (Installation & Use) Regulations.)

For electrics, he would need, at a minimum, to be Part P qualified at the appropriate level for the work undertaken.

*This is so only if work is carried out in the course of employment/self-employment.
If someone is, for example, doing a job for a friend, then the regulations state that you must be 'competent'; however, GasSafe registration is not mandatory.(Reg 3.1)

Not if it is going to be used against him in any court case, it isn't. After a court case has finished, that is a different matter.
