  • Care Cost Assessment & rental income

Been trying to support my mum with best options and we thought renting her property to generate income towards her share of Residential Home care costs, but council say this is not exempt income (like wages or self employed wages would be) and they will take this money towards their contribution.
Anyone know why the profit from renting doesn't count as self employed income?
    Thanks in advance.
