PPI help

recently received a letter saying Argos owes me money over PPI claimed and it was decided they owed me £850 I have now received a letter saying they are taking it and using it to recover debt on my card
can they do this?
I have debts for my rent and council tax and could use money to pay these off
I rang them and they refuse to budge
please help!

They are entitled to set off PPI compensation against debts that you owe them.
