One question I would like to ask would I have been eligible for PPI if I was doing supply teaching on a ah hoc basis??

Hi and welcome

Each policy can vary from one bank to another, but if you worked part time hours only, with less than 18 or 16 hours a week, thenI doubt you would have been covered.

If Halifax rejected your complaint, it wouldnt surprise me if it was one of their generic standard letters of rejection.
