    Doh, always the damn same when thy were not regulated! Frustrating!

    Contact the FLA first them to rule them out, and as said earlier if this fails, contact the FOS and you can confirm to them you have already attempted the FLA as well, then they will suggest the underwriter avenue, if you already know who they are, then you can ask the FOA to write to them on your behalf, or pursue them yourself first if you want to.
