I have a number of credit cards with balaces covered by Payment Protection. Can I claim this back and if so what are the basic rules to see if I can?

If you were mis sold the PPI, then yes.
There are a number of reasons for mis selling, so you need to write all that applies to you on reclaiming.

It makes no difference if the accounts are settled or still active.
You may have to send more information on request, but if by the final decision they have not given a favourable decision in your favour, they should enclose details of the financial ombudsman service (FOS) who are a free service you complain to after giving the business/banks/companies a chance to investigate first.
