CAB said they can only get in IF you have opened door or left it open.
They said they cannot kick a door down and enter by force.
If they could, I guess they would do this for CRIMINALS that owe their victims fines.

I have corresponded numerous times with them. How is e-mailing the dept any different to phoning? You can't show evidence of car tax exemption and blue badge over the phone.

Maybe you should have a read of this published by CAB - https://www.citizensadvice.org.uk/de...nto-your-home/ . As good as CAB ma be they do have limitations and if they have not had specific training about a matter then their advice should be treated with caution.

I've spoken to Humber Bridge this morning who have confirmed the penalty has been cancelled and no further action will be taken against this lady.

The legal dept is still requesting the money though!
The bridge said she was exempt from paying anything, but said if she gave them her debit card details, they would forget the fine if she paid £3. I can't believe she was insane enough to give these scammers her card number, but she did. I didn't know she had paid them, but now says she did when I was away as the letters had got so threatening.
She THEN received yet another £52 fine from their LEGAL dept.
Maybe one day these two depts will talk to each other.
THEY owe HER £3, not her owing them £52!

You aren't exempt unless you provide a blue ticket (available from the office ) upon proof of valid application form. Just by being disabled or tax exempt don't qualify the slips have registration number on them. Glad your sorted.
