  • Enforcement agent refusing to negotiate before deadline of 12th Oct.

I have just received a notice to say that a costs order made in the county court has been transferred to the High Court and I have to pay the amount owed before the 12th October. I have just contacted the enforcement agent who refuses to negotiate a settlement because he says that he needs to visit me first. A visit will incur charges of £190 + 7.5% of the amount owed. I do not believe what he is telling me as it seems so unfair. I can only make a token payment at the moment. However, I may be able to put a charge on my property but the enforcement officer said that they are not interested in bricks and mortar.
Any advice would be very much appreciated.
Thank you in anticipation of your help.
