Council tax 13 years

Hi
I’ve had a letter out of the blue from the council stating I owe a full years tax from 2010 and have now passed on the debt to Capacitygrid .
i left this property in 2010 ( it was repossessed) and haven’t heard from the council up until now .
can they enforce a debt from 13 years ago. I have no idea wether this was paid or not .
