Yes, sadly that's the case, their advice is highly inconsistent and can range from spot on to worse than asking the Village Idiot!
There are paid employees but also volunteers, some of whom are totally clueless. I know a former colleague of mine who was volunteering at a CAB a few years ago after becoming unemployed due to the credit crunch, I wouldn't have thought he'd know the first thing about debt, housing, employment, legal issues, etc. Some 'advisors' are just trained to use their intranet system, I remember a lady at a local cab I saw many years ago, all she did was search online, then printed out a list of local high street solicitors. I could have done that myself!
