For the benefit of TAW..The above case uses the "other legislature" I mentioned, the Protection from Harassment Act 1997.
As can be seen there have been some prosecutions for harassment using the civil aspect of this act, the harassment has to be quite severe for the act to be invoked, in Robertson for instance over 500 calls and a multitude of letters were received, but it has been a salutary lesson to DCA's nevertheless. It also illustrates the efficacy of recording all contact times dates calls etc.
