I received a letter from lowells saying i owed a 200 debt for car insurance taken out at my old address 3 months after i had moved out that was two years ago i got the letter a month ago i phoned them explained i knew nothing of this debt had never had a seat car i went to the police explained all to them i was given a crime number as its clear somebody in the block of flats where i had lived had taken the policy out in my name i sent the crime number to lowells thought that was the end of it.however i have received a letter back from them saying im still liable for the debt how can this be and how do i prove its not my debt they are saying my name will be put on a bad debters list

Its not for you to prove garyjohnson. Its for Lowell to prove the debt is yours. You should write to them (not phone) and state clearly this was not your car or your policy and that you deny the debt. Send the letter recorded delivery and keep a copy.

i dont know i just got the letter saying i owed the money the policy was taken out online from my old address on 1/sept/2011i moved out on 11/june2011 and the insurance was with bgl ive never heard of them ive told lowells all this makes no difference also i dont no what a ncd is?

lowells have said i cannot contact the insurance company as they now own the debt they have asked me to go online and view the policy from the email address it was taken out in which i cant as the email address isnt mine but is in my name surely they can trace the fraud by who owned the car at the time certainly wasnt me

Forgive me for butting in but go with what Celestine says ... send them a 'prove it' letter as per her instructions. Don't get involved wasting time and sanity trying to get in touch with insurers. If it really is not your debt, it REALLY is not your problem. Let Lowell's do the digging for themselves - don't make their job any easier by doing the work for them.
That's my opinion for what it's worth!

Agreed with Cel - Send them the prove it letter and if lowells then insist to continue to chase you and continue to say you are liable when they have not proved you are, which they clearly will never be able to prove. Then you should think about suing them for harassment - I believe recent case law grants damages of £7,000, though can't recall the name of the court case off top of my head.Please note that this advice is given informally, without liability and without prejudice. check your credit report, they will show any credit accounts taken out in your name.
