Unfortunately there are some vulnerable people who can be bullied into paying to avoid the perceived threats and consequences that the DCAs pile on the pressure with, or persuaded that they must owe something just because they are told so by what they wrongly think are "reputable" companies.
Why do people fall for phishing scams? The letters through the post saying that you are due a foreign lottery win/inheritance/windfall and that you need to pay a deposit/fee to release the money? And 101 other scams designed to separate the gullible from their cash?
