Hello. I was contacted by a man who claimed to be from Merit Finances Ltd. He was called Ronald Francis Huggins. I was wondering who this man was and why he would contact me. Could you help me?

Firstly STOP conversing with this person and inform him you require clarification IN WRITING.
That is how you will continue to communicate with him..
Sounds like he's a doorsteppers from MeritForce, an arm of Mackenzie Hall, a gutter level DCA.
If so tey are best ignored as they specialise in "purchasing" debts that are either statute barred or otherwise unenforceable.
