Yes It's just more scare tactics. I would continue to ignore.

Notice that all the things they say could happen to you they preface with "after obtaining an enforcement order" - that is, only if Interdate SA/C-Date took you to court and won and a court ordered you to pay and you then ignored the court order. So you only need to do something if formal court proceedings are started. This is highly unlikely to happen, they are just trying to frighten you.
