Pre Enforcement Letter from DCBL

Hi - I have received a pre enforcement letter from DCBL relating to what appears to be a parking fine dating back to 10/04/2014.... I have no recollection of this from the time and would be grateful for any guidance as to next steps. What can I ask for in regards to proof / details of the fine at the time and and recourse I would have.*
Not a lot of details of the fine on the letter apart from my old car reg details and a location and a request for £164 prior to legal recovery action.
