Outstanding Penalty Charge Notice

I have received a letter from Equita stating that I owe Ł408 for an outstanding PCN from a city council where I live. I never received this PCN in the post. This is the first I have heard of it. I contacted the council who stated that I should apply for a PE3 out of time application. This is all well and good however I still do not know the actual PCN number. I dont want to contact Equita as they have a terrible reputation online as a debt collector and I am wondering if I should just ignore this. Which doesnt allow me to pay the original fine. Attached is the letter. Any advice would be very helpful!
