Westcot debt collection

Received letter today from westcot demanding £103 owed to paypal.i sold a phone on ebay, posted first class, wife was in hospital, buyer claimed didnt receive phone, so paypal refunded him. I usually send items recorded delivery but with hospital visits i forgot. Whst are my options? Im on a low income and cant pay much.do i ask for proof of debt? Will wescott add charges or take me to court?

Wescot (Wetcloths) commission agents , no power only acting for another they are not debt owners/buyers - it is a begging letter, ignore for now.

Have they any powers to take me to court? Can they add on charges?

NO & NO they are only commissions agents and get paid on any results i.e. collect monies, only a debt purchaser/owner can direct court proceedings
