How is this possible if you don't own - even in terms of unenforceability - anything? If someone - be it a company or individual - threatens that surely it should be dealt with?

Easier said than done, as you know, DCAs and lenders are required to have a CCL, yet they resort to all sorts of abuse and there's little that can be done. Yes, you can complian to the OFT but do they ever do anything? Look at the Leeds Losers and their SDs, not to mention the payday lenders. The OFT merely issues *guidelines* for debt collection.

If the threats come from someone who isn't subject to any regulation, even when there are plenty of reasons why they should be, but they are not, then it gets trickier to 'deal' with it in any official way.
