    Hi folks.

    Could anyone provide me with, or point me in the direction of how to obtain, the above-mentioned report.
    Free would be good.

      You want a report from the 1970's made by a Lord who is dead and I have never seen a copy of it and I have done as CC has susggested, googled everything about it. Many references in books but not seen a hard copy.

            A very impressive document, as an observation and massive over simplification i think that the reports and recommendations differ markedly form the ones that prompted the Money lenders act of 1927.
            The previous acts concentrated IMO on the direct protection of consumers from unfair credit bargains.
            Between the wars there was a great increase in loan shark activity, virtually every street had someone offering loans at extortionate rates, the resultant legislation placed a cap on money lending, in that it stated that anything over a certain figure would be an” Unconscionable “sum and would be subject to the discretion of the court as to its enforceability, the court usually finding for the debtor.
            This meant that money lenders through necessity had to limit their rates, as a result the loans were not as easily available and risk had to be more accurately assessed before a loan was issued.
            In my opinion the recommendations of the Crowther report encouraged the drafting of legislation that moved away from this idea, concentrating instead on informing the consumer of the value of the bargain and sanctioning the creditor when the information was not clearly provided.” Buyer beware”, so to speak.
            The punitive sections in the CCA which prohibit enforcement if key aspects of the bargain are not shown on execution are indications of this thinking in my view.
            I believe we are now in a situation where we should re consider this approach, with the rapidly expanding market in short time high interest loans, and the effects of the recession on the working class consumer, we find ourselves again in need of protection, not only from the creditors but to an extent also from ourselves.
