Skip on drive - refused to move

I had building work done, it was completed and paid for - included in the price was the cost of a skip for the rubbish - I was told the skip company had been told to come and collect but it didn't happen so I phoned the skip company up myself and was told the builders have not paid their bill for 3 months so they wont be collecting it and I should phone them up!! I did and was assured it was going to be sorted - they sent me a text to say it was paid and the skip company confirmed it had but they are now very busy and close for Christmas tomorrow -
Is it right they can do this - what would happen if the builders had never paid ? Can another skip company remove their skip and deliver it to them? or place on the road?

I would contact the skip company again and inform them that there will a storage charge of £250/ day. That my get some action from them. Also as the builder had the contract with them put pressure on them as well.

Don't place skip on road if you don't have a licence!
Over Christmas you'll be lucky to find any skip companies operating, let alone any that would risk moving another companies' goods.
As they have now been paid I would assume skip will be removed when they are back at work (Jan 2nd?)
