HMRC and Bankruptcy

Hello. Does anyone know how much (minimum amount) that HMRC would make someone bankrupt for? I know of a case where the debt is just over 10K and the person has little disposable income from which to offer to reduce the debt by way of a payment plan and is worried that Bankruptcy may be the outcome. Thanks in advance.
