I would like some advice on a PCN issued which I received back in January 2015 from the council. I submitted a challenge within 14 days via the councils website because I could not see anything on the pictures they had provided and there was no video evidence available to view. The council finally got back to me after about 70 days referring me to a link which had not come back with any video evidence when I first tried to view it. I would like to know if this is acceptable since I had to respond to them within a time frame? Also the video footage shows my car in the box junction but it does not show what was happening in front of me so I cannot see whether a car changed lanes as I moved forward. I remember there were temporary traffic lights ahead of me due to road works which have since been removed but I cannot remember anything else since it was so long ago and the council have taken so long to respond. The council simply say they are satisfied I moved forward when I should not have done so. Do I have a right to see any other footage or is it enough just to show my car stopping in the box junction? The Black rat (Rattus rattus) is a common (hence the accusation of being Pleb) long-tailed rodent of the genus Rattus (rats) in the subfamily Murinae (murine rodents). The species originated in tropical Asia and spread through the Near East in Roman times (another thing that we ought to thanks the Romans for, besides roads, aqueducts and public toilets) before reaching Europe by the 1st century and spreading with Europeans across the world.
