HMCTS Passed onto Marstons who will not entertain any acceptable payment arrangements

I had a parking fine that went unpaid through the system at a time when I could not afford to pay anything, I forgot about it (gently ignored) and now it's back to Bite Big time!! The debt is now in the hands of Marstons who cannot and will not accept a reasonable re-payment set-up. I am now working, earning enough to live and pay off debts, etc, but I cannot come up with a 'down payment' of at least £190!! I CAN make low weekly payments (£20-50), but not £100 a week (which was what was offered to me!!)!!!
I went to CAB, who tried talking to them, same story, Huge Up-front and Huge weekly payments, no negotiation. If I do not pay they send around the Enforcer/Bailiff to try to collect or take goods (adding £235 onto the debt!!), and then Finally refer it back to HMCTS, who will probably just pass it back to Marstons....
CAN I (should I) try calling HMCTS directly (if so, how?), would that 'side-step' Marstons? How can I avoid an EXTRA cost onto the debt when I thought I was making a Reasonable offer to Pay!!

Parking fine is council not hmcts - is it a magistrates court fine?

I think it must be because I did not submit details (acknowledge ownership) when asked. Long story, I thought my stepson (who generated the parking fine in the first place) would have sorted it, but he IS an Ass (the most polite thing I can think of to use here)... Anyway, it IS an HMCTS judgement that I have to deal with, I am now trying to sort it, pay it and have done with it, WITHOUT being hounded by bailiffs and increasing MY costs!! HOW do I DO that?!?

If you have other debts, you could stop paying those so you can clear this debt.

The problem with not reaching an agreement with the bailiffs is that they are likely to to tow your car. Is it yours? Is it worth anything? Can you park it in a locked garage or somewhere a long way from your house?

I strongly advise that you do not do that, as the Court will only tell you to deal with Marston, thus wasting precious time, and the fees will not be removed just because you wish them disappearing.

By now the 7 clear working days allowed by the legislation for you to pay the original fine and the Compliance fee are well gone, however, although the legislation says that at this point the Enforcement fee of £235.00 can be added, Marston only do it on the day that they allocate the Warrant to an Agent.

Get hold of their office and try to negotiate a better deal.
