Sorry, I don't see anywhere on this thread where it states Regulation 45(3) was amended. It states Regulation 45 was amended, which, as you can see from the attachment in my post above, it was.

Must admit to being a little confused here, if you are willing to pay all sums due including the charges(fees) why don't you just pay the bailiff ?

Well. seeing as that was the one I highlighted in my original post, and which answered the OP's question about if there was legislation that said the council cannot refuse payment, I don't see what all the references to the amendments is all about. Milo's answer implied that my answer was incorrect due to some amendments. It doesn't affect the answer I gave.

I agree with Andy - if they're willing to pay everything to the council, why not just pay it to the EA and be done with it. Delaying only risks goods being seized or further charges.
