Congestion charge TFL bailiff

Hi, in march this year while visiting Central London for the first Time to go to the passport office I accidentally drove into the congestion zone while turning round. I didn't know this at the time but when I was back up home in Cumbria I received the penalty. I questioned this and asked them to see the evidence.
i had in fact entered the zone for 11 seconds while turning round in a side street so I challenged the ticket as it was accidental but this wasn't accepted. I then moved down to Suffolk to work and now only return to Cumbria to see my parents once a month. In he beginning of July I received a threat letter saying that I would be taken to court if I didn't pay. I thought fair enough I will now fight my case in court.
The next letter I got was to say that bailiffs had now been authorised by the court to remove my car! I had no knowledge of this court date and was told by the bailiff that they don't have to tell me when it is as I can't defend myself there anyway! I have since sold the car for parts so they can't seize it and now drive a company van, the bailiff has been to my parents house and said that I have to pay £560 immediately or they will keep returning to my parents house and the charges will keep going up.
I have offered to pay £150 a month but they won't accept this and says the best he can do is half now and half in 3 weeks. I am on minimum wage and cannot afford this. How are they able to ignore the fact that I'm offering to pay what I think is a reasonable amount and threaten to keep on returning and adding extra costs?

When a ticket is issued and goes unpaid the Council will obtain the Registered keeper details from the DVLA and this is for the address registered at the date of the offence. If you since move - which you have done - all correspondence will still go to the same address. You need to contact the Traffic Enforcement Centre & explain what has happened, they should email you some forms which you complete and return to them - when received back all enforcement must be put on hold pending investigations.

The Bailiffs know they should not be enforcing at a different address unless the warrant has been amended - the fact they have turned up at your parents proves to me they have not done this. Hopefully by appealing this process the ticket can go back to the original sum demanded.

I have just spoken to TFL and they said that they don't accept this as when the charge was sent and I questioned it I still lived there. I actually moved one week later from Cumbria to Suffolk so given the distance I can visit my parents only every few months. I think I'm being misled and bullied and not been given the correct information but don't know who to speak to?
My elderly parents who are both in there late seventies are now terrified of these people coming back as they have said they would!

I have said many times that in my experience, Transport for London are by far the most reasonable authority when addressing enquiries about parking charges and bailiffs. Were DVLA notified when your car was scrapped and if so, when roughly was this?

The address on the warrant is my parents address. I now live 330 miles away in ipswich.
the car hasn't been scrapped, it's been sold for parts as had a lot of valuable parts on it but was 25 year old and the auto gearbox went. The private reg is worth a bit aswell. It is now sitting in a lock up with no interior, engine or wheels.
I accept the fact that although it was accidental due to the lack of clear signage that I did enter the zone momentarily. My issue is with the fact that the bailiff will not accept my offer to pay £150 a month as I think this is a reasonable amount but he insists that he wants it all or he's going to come back every 2 weeks to my parents at an extra £170 per visit

I have just used this service and have to say it's the best £10 I have ever spent. Special thanks to Sheila who in the space of 24hours had the order suspended and then reduced to the original £65 charge.
