HI I have been really stupid and not paid my council tax for years I have now been contacted by Equita with a notice of enforcement I phoned them up and spoke to an advisor who worked it out that the debt would need to be paid at £553.12 a month as the council had only given them a year to have the debt paid over the advisor said this amount was unacceptable and told me to phone the Sheffield City Council to see if they would allow me take take longer to repay. I did this and was told that they could not do anything with the payment as it was now to be dealt with by Equita who I phoned back upto advise and they asked me to do a breakdown of my financial situation and send it to them by e mail which I have done and I am still waiting to hear back from them. I am getting letters saying it is now being prepared for enforcement action as I work from home as a childminder I am constantly worrying that a baliff is going to turn up and demand full payment which I haven't got. What should I do now please help

You need to speak to someone at the Council and ask the following questions:
1 - how many Liability Orders they have against you
2 - the dates they were obtained
3 - the addresses they were for
4 - the period of time each covers
5 - how much each one was for
6 - how much is still outstanding
7 - the dates they were passed on for enforcement
8 - the dates & amounts of any payments

The Notice of Enforcement you have been sent, can you list the date on the letter, the date you received it, the date they say you must contact them or pay by, was it delivered by post or by hand & if by post was it via Royal Mail or a different carrier?
It appears correct that having established that the rate it must be paid at is beyond your means that they are asking for further financial information. If you are a self employed childminder then they can't use an Attachment of Earnings against you but if you own your own home then it could be at risk of a Charge being placed on it - if the sum owing is substantial they can force a sale. Other methods of enforcement available are Bankruptcy or an order to attend a Committal Hearing where if it is found you have been wilfully refusing to pay you can be jailed.
Is there a specific reason why it has gone unpaid for so long?
