    Is this "Finance Officer" in the Finance Department run by Capita employees? Given Capita's propensity for cock-ups and fraud by employees, I would be inclined to escalate this matter further up the management tree so that it is dealt with by a Council Officer, not a contractor's employee. I came across things similar to this when I was a CID officer. It is either a genuine accounting error, meaning someone has entered the amount in the wrong account ledger, so that it is showing a non-payment, or someone has been light-fingered, there has been an audit and this is a rather ham-fisted attempt at covering it up. Claiming someone has not paid is not an uncommon modus operandi. I know it may leave a nasty taste in the mouth, but until proven otherwise, I would not rule out skullduggery yet.

            Hi Debiness

            I really can't believe (and am so, so sorry) that this is still going on.

            I know it's a double-edged sword, but in your position I really would consider activating the press. (Watchdog, Ripoff Britain, etc..)

            Did you look into witnesses/CCTV (sorry if you've already said, I couldn't find it)

              Footnote: I am more and more convinced that the cash was nicked by (eg) a corrupt employee. If you can prove you had it - even just a record from the account from which it was withdrawn, witness(es) to it being given to you and you setting off to pay it - even without the above corroborating evidence (ie CCTV etc.) - it's got to be grounds for a police investigation

                I smell a dead rat with coventry council and equita! What a nightmare to have to go through! and it does make you physically sick especially when you know you've already paid
