        So he's planning to claim for his wasted time from the council or the bailiffs, at the rate of £10 per minute.

          The look on the face of the council official says it all, hope the guy wins against the numpties. As the guy sounded Welsh, I wonder if the bailiff was from the cretins at Excel?

                If he put a lot of work into the case, I can understand him looking the way he did. It's the same when you put six months into preparing a criminal case for court and CPS decide not to run with it. It is soul-destroying.

                  They prosecuted some 10 year old girls for CRIMINAL DAMAGE, for chalking hopscotch squares onto a pavement, said chalk washed off next time it rained, so depending what the clear up rate is and the targets they may do.
