Marston 'Removal Notice' for unpaid Congestion charge

Hi everyone,
Need some advice here. I have moved into a new house a year ago but haven't updated my address on DVLA records. Sometime in April I visited london and wandered into a congestion zone even through I actively avoid them. A congestion notice was sent to my old address but i was unaware. Now after 7 months a bailiff has visited my old house and the tenants at the house were handed a letter. I finally have the letter with me which is a removal notice for the unpaid congestion charge with a £477 amount due. The bailiff doesn't know my new address but I would like advice on how to proceed. The bailiff has visited the tenants a second time yesterday and left another letter for me. Really appreciate some urgent advice on where to go from here?

For starters, update your details with DVLA because if you don't and a nice guy in a mobile battenberg with fancy coloured lights stops you, for whaterver reason, you could be fined rather heftily!

Second point, if the bailiff has left two letters it's because when he/she visited there was no one to answer the door and thell him/her that you do not reside there any longer.

Oddly enough this is good for you because with Transport for London, when this happens the bailiff needs to return the Warrant of Execution to TfL to submit a change of address, then the enforcement process needs to start all over again, from letter stage, which is the original amount set by the Traffic Enforcement Centre plus the letter fee which is £13.44 inclusive of VAT.

When you receive the letter you have 7 days to pay ..... PAY! Or a nice (or maybe not) bailiff will visit your property and add close to £300 for the privilege.
