Back in February i parked my car in a car park in Plymouth, i purchased a ticket and stuck it in the window and went across the road for around 15 minutes, when we returned the sticker was still in the window but the ticket had fallen onto my seat as i had to leave the dog in there and he gets a little fractious when he is left alone, i had a ticket put onto the windscreen and online there was photos including the the sticker, i appealed as soon as i got home and recieved a letter a few days later, it said that if i sent the ticket in i would be ok, i had the presence of mind to scan the ticket beforehand and a few weeks ago i receive a visit from a JBW bailliff wanting payment for this fine, i explained the situation and he said to contact the council which is what i did and they have basically no interest as it is now in JBW's hands. I wouldn't whinge about this if i was in the wrong but the ticket was paid for and a £1.40 ticket is now going to sting me £180+ this morning i have received another call from the bailliffs but said i wasn't in. could someone please help?

I think you should reopen channels of communication with the council. Do you have proof of postage or a signature from the previous letter sent, or a copy of the email?
I would ask for all enforcement action to be suspended while they investigate your previous letter with them (enclose a copy of it). If online photos showed the ticket (I hope you had the presence of mind to keep copies of those?) you should have a pretty strong case.
