I hope I can get some advice.
I recently had a visit from a Bailiff and asked to pay £795 for a PCN that had been issued in 2012, the notice was sent to my old address where I had not lived since 2011. The notice was issued on my husbands name, who was not home at the time.
I was alone with my newborn baby at home and when the Bailiff arrived, I was scared and felt pressured into paying as he said he was going to take my car. I did not know what to do and I paid with my overdraft.
I had written a complaint to the Harrow counsel, who had issued the notice, in reply they advised I should fill out of time witness statement and write to Newlyn for the breakdown of costs. They also have said that I may not get my money back.
Any advice on how I can get my money back? I have filled in TE7 and TE9, for not receiving the notice.
