Help with TE9 please

Hi all, I'm going to send a te9 I just need to know what form along side it do I have to send?

Ive printed out a PE2, PE3 and TE7
The pe2 says I need to get it signed by a court officer?

Also is the best way to send it recorded delivery, what proff do I send Newlyns to prove I've sent it.
Am I right in believeing once I've sent it and it's been signed for Newlyns can't clamp my can or chase me for payment?

Think you need to start at the beginning? What reason do you have for filing an Out of Time?
