      He basically said it's a long process and that the bailiff will have come and gone before it's sorted. Also they said that it's more for people who have loads of debts. They gave me a budget sheet which is basically a simple 'do it yourself' expenditure form and they told me to give that to the fines officer. But there's no point because the fines officer now has no legal right to take the warrant back off of the bailiff, so it's deal with the bailiff or nothing. *sigh*

        I do not understand how an overpayment of benefits - which would seem to be a debt and therefore a civil matter - should pass through the hands of a fines officer who administers criminal penalties.

          Well, I don't think he can break in, right? Is that what would happen if it was a criminal penalty? I think he's just going to keep coming around and if I don't open the door he'll keep adding fees.
