Council refusing my payment of parking ticket

While sorting out paperwork I have found an unpaid parking ticket my husband got from last summer. Phoned the council to pay on their automated payment line and it says it won't accept payment.

What do I do? I want to pay it but can't

Are you sure it is not paid?
have you spoken to the council directly and asked them why you cannot pay it?
