    i am employed full time , my partner is unemployed , we have a 7 year old , i do recieve tax credits , i have rheumatoid arthritis but dont get any sickness benifit and am not registered disabled.

      I was trying a different angle but unfortunately don't think it will work. I'll go with old bills thoughts on this. There was a provision put in place to force entry but it was meant for those who don't pay their fines as a profession and not the casual forgetful one like yourself and if he was going to that he would have done it by now.

      No doubt he will also tell you that he cannot take payments by instalments. There was an agreement made whereby marstons could accept payments spread over 6 months. They don't tell you about this as they do not get paid until all has been collected in. If you stand your ground he has no option but to return it to Court where you may be summonedf for an explanation why you did not pay. By this time it has gone back to what you owed originally.

        i did ask the court this morning why marstons are refusing to accept a resonable payment plan as i had read they can accept payments over 6 months , they said it didnt apply to magistrates fines and the bailiff was entitled to gain entry with a locksmith.Marstons said the only payment plan the could accept was over 1 month

            In the case of fines, the cost of enforcement is incorporated into the fine. As PT says, bailiffs lie and, in your case, Marstons are definitely lying. So is the Court Manager. I am tempted to advise you to escalate this above the Court Manager's head.
