      Dear Sir/Madam

      I am writing to you regarding an outstanding Council Taxbill from 2011. The outstanding amount of £136.44 was paid in two instalments,the first was on 10/04/2012 of £53.77 and the second was on 23/05/2012 of£83.67. After speaking with Harrow Council this account was passed over toNewlyn Plc on the 31/01/2012.

      I have had no correspondencesfrom this time up until a letter I received from Newlyn Plc dated the 15thMarch 2012. I was told that the totaloutstanding amount owed was for £376.44. Interesting, considering the amountowed to the council was for £136.44. I was told that this would be looked intoand I would get a response within a week. I received a text on the 12thof April asking me to contact them as they had new information. I called andwas then informed that the additional charge of £240.00 was for their servicesto recover the debt. This was made up of apparent visits from bailiffs on thefollowing dates: Wednesday 22nd February, where a letter was posted,Tuesday 6th March, where another letter was posted and Wednesday 14thMarch, where a Levy report was taken. At no point did a bailiff ring mydoorbell/knock, or leave a letter on any of the dates in question. Had they ofdone this I would’ve contacted Newlyn Plc immediately as I did when I actuallyreceived their letter dated the 15th March, which was posted byRoyal Mail. Surly a letter should’ve been sent to me informing me that NewlynPLC will be taking over the debt from the council in January. I called to makea payment and to follow up on my letter dated the 16th of April andwas informed that a bailiff had attended my property that morning and the totaloutstanding amount was £385.00. I was home, my son was at home, and yet againnobody attended my home. I feel that the people that you are employing to makevisits are not and are lying not only to me but to yourselves too.

      In my letter dated the 16thof April I have asked for evidence to support the bailiffs claims of attendingmy property on the 3 dates, where they left a letter and made a Levy report andnow I want evidence that they actually attended my home yesterday, Wednesday 23rdMay 2012. I believe your representatives/bailiffs are claiming that they havemade visits when infact they have not. I want times that they apparentlyarrived to my address and all evidence that they have taken to support theirclaims.

      I wrote again to Newlyn Plc, Ihave attached that letter and I have attached the response that I received fromthem.

      The onus is on the Bailiffs to prove they visited and notfor me to disprove. As they have failed to provide anything but a list ofalleged dates I am requesting that you, Harrow Council, as you are ultimatelyresponsible for any actions & charges your contractor may make to provideme with screenshots of your account for the relevant dates & copies of thepaperwork they say they left. If they are alleging they have carried out a levyon your goods then it is a legal requirement they also leave a Notice ofSeizure.
