He is allowed to work for other councils as long as they employ Equita, but if, for example, they use Marstons bailiffs and he's pretending to work for someone other than Equita, the company should be informed, a Form 4 complaint should be made against the bailiff and the relevant Local Authorities should be informed.
If you know people who are the victim of this rogue bailiff, they should inform the LA with a copy to the manager of the relevant court along with the above.

There is one scenario where this may happen. The Bailiff may be self-employed and is given sub-contract work. If this is the case then an enquiry must be made to the Council to find out whether they allow their contractors to sub-contract work out, many do not allow this.
