Does a Bailiff working for HMCTS have to be cerficated to enforce an outstanding debt ie a CCJ? I relize they may be contracted out

If it is a CCJ, through the County Courts, they must be certificated to work for that bailiff company (some do not update when they change companies). The website is very out of date. The best number to phone is 020 3334 6355 - this is I think slightly different to the one in the bailiff guide above, but gets you straight through to the right department without having to go through the switchboard.
The bailiff should also show his ID when asked, and you should make a note of his name and the certificating court, then check the website. If he'snot on there, phone the MOJ. If he's not registered there, complain.

1 - County Court Bailiff - a salaried employee of the Court Service - no certification needed.
2 - High Court Enforcement Officer - if the Judgment is in excess of £600 then it may be transferred to the High Court for enforcement - again no certification is required.
