If I may add to what you have said, Galahad, DVLA have been forced to cancel fines and, in some cases, repay them and remove fines from official records in the light of the revelation that there is no statutory requirement to contact them if you don't hear from them within four weeks.
The performance of the CEO of DVLA on WATCHDOG about this was pathetic and showed someone who had gone onto the programme ill-prepared and briefed by idiots who think it's clever and acceptable to lie to the public. It's not and, as has now transpired, DVLA was shown to be acting outside the law. It not only made the CEO of DVLA look a complete idiot, it made DVLA look incompetent as well. Go onto YouTube and view the relevant videos.
What you say in your post, however, is quite true and it does go on. And, yes, it is up to DVLA to prove you didn't send Part 9 of the V5C to them once you pop it in the postbox.
